Required partners include programs authorized under: Title I of the Workforce Innovation and Opportunity Act. The Wagner-Peyser Act. The Adult Education and Literacy Act. The Vocational Rehabilitation Act. The Welfare-to-Work grants. Title V of the Older Americans Act. Postsecondary vocational education under the. Individuals interested in training for a new career may be eligible for assistance through the Workforce Innovation and Opportunity Act. Available services based on need determination include; tuition assistance, books allowance, uniform/supplies and career counseling. Services under this program are eligibility-based.
Entrepreneurship & Intrapreneurship Training Entrepreneurship training programs are now proven to improve employment rates and increase wages, also teaching supporting alternative work arrangements and portfolios of income. Two of the programs designed by FMS returned 10 to 1 and 14 to 1 annually respectively for the next 20 years, according to a. These programs funded by (one time) $17 million in grants have resulted in a total of $108 million in annual economic return over these two decades. Federal, state and local taxes earned/returned each year from these programs more than paid for the entire 5 year grants that funded these programs. CareerSource North Central Florida Career Source North Central Florida is the regional workforce board for Florida’s Workforce Region 9, which covers Alachua and Bradford counties.
FMS provides board coordination and management, regional financial management, service provider contract management, information technology, performance management, tracking and monitoring and one-stop career center operational oversight. As part of these services, FMS provides complete WIA, Welfare Transition, and other associated career center population data system and case record reviews.
This helps ensure that contracted service providers are in compliance with local, state and federal rules, regulations and policies. We also recommend changes to improve program effectiveness and improve performance to established outcomes. FMS monitors all programs in all one-stop career centers in Region 9, develops reports of noncompliance findings, reviews and verifies corrective action taken and provides monthly statistical performance analysis. We have been providing these services since July of 2005.
Startup Quest Startup Quest® gives highly educated participants the tools and training they need to create new businesses and stimulate job creation. This entrepreneurship training supports the needs of new and expanding businesses, growth of startup ecosystems and creates new pathways to employment and self-employment. The overwhelming success of a pilot program in 2011 led to a nearly $12 million U.S. Department of Labor Workforce Education and Training Administration Innovation Fund grant and evaluation study over five years for the expansion of Startup Quest® across seven additional workforce regions in Florida, opening the door to more new business formations and job creation. OwnForce OwnForce provides a marketplace to support people who want to follow their dream of being self-employed and embrace their entrepreneurial spirit. OwnForce connects workers with businesses and individuals who need work done to earn income.
Individuals and businesses access OwnForce tools to simplify and enhance their entrepreneurial experience. HBOTT Healthcare Biomanufacturing Occupational and Technology Training Program (HBOTT) was made possible through a competitive grant, awarded to CareerSource North Central Florida (CSNCF), from the United States Department of Labor for approximately $5 million, which can be implemented over the next four years. CSNCF partnered with local business to provide on-the job-training (OJT) opportunities in healthcare, bio manufacturing, occupational and technology fields. STEM Ready In October 2014, DOL awarded a $10-million grant to CareerSource NCFL to help individuals return to work through STEM Ready. The grant is one of the highest awarded as part of the H-1B Ready to Work Partnership by the DOL, Employment and Training Administration.
STEM Ready is a partnership of three CareerSource Florida boards covering seven counties: Alachua, Bradford, Gadsden, Leon, Wakulla, Flagler and Volusia. Acer Aspire 9815wkhi Drivers. The project includes Extreme Employer Engagement, a new initiative focused on direct coaching, training and mentoring of potential candidates from business leadership operating in STEM occupations.
Tech Quest Tech Quest is an entrepreneurial development program designed for at-risk high school students. During an eight-week training seminar on technology and its evolving role in entrepreneurship development students interacted with chief executive officers and community leaders who shared personal stories of growth, success and discussed their individual invention and /or startup company. Upon completion of the program, each student earned an iPad to enhance their communication, research, writing, technology and financial literacy skills; completed the application process with Santa Fe College; and participated in summer internship opportunities with local businesses and start-up companies. Of the 171 students participating in the program 82% graduated high school.
Opportunity Quest Opportunity Quest is an entrepreneurship training program created for welfare transition participants by a collaboration between CareerSource North Central Florida CSNCFL (formerly FloridaWorks), Santa Fe College Center for Innovation and Economic Development (CIED), Gainesville Technology Enterprise Center (GTEC) and Jim Lilkendey, Apogee Coaching. The program taught the participants how to think like business owners, by helping them: Focus on what they do best Take control of their money Explore new paths to self‐employment Hear from those who have been there and made it Participants received personalized business coaching to help them advance their business ideas to the next level.
Upon completion of the program, CSNCFL and Santa Fe College Center for Innovation and Economic Development (CIED) partnered in developing a startup incubator in Starke. The incubator provides ongoing support for program participants for their businesses. The incubator’s services will also be extended to qualifying customers in Bradford County. Thinking, being the critical word.
A lot of effort goes into such research, just to arrive at a viable opportunity. If that effort is missing or misdirected, an organization will not be pursing the right goals. Information is intelligence only if it is timely, available to right people and used. Having the best tools doesn’t help if data is not adopted into a structured workflow with regular and concise reporting for management. Accreditation services are customized to individual organizational needs. Accreditation Development: Organizational consultation and review of applicable accreditations, their benefits to the organization, key aspects of the accrediting organizations, and critical issues to be considered by organizations considering accreditation. Organizational Assessment: Review and assessment of administrative and service delivery standards, as well as the organization’s current management of the accreditation process. This service includes a standard-by-standard review and assessment of service sections that are applicable to the organization, and a detailed report including specific recommendations.
Accreditation Plan and Development: Comprehensive orientation to the accreditation process, including a thorough review of the organization. Assistance with the development and implementation of the organization’s accreditation plan. Overview of the organization’s internal programs and their roles in the different aspects of accreditation. Ongoing Consultation: Consultation and technical assistance for continuous quality improvement, ongoing assessment, development, implementation, and/or redesign of processes/procedures as necessary for accreditation compliance. OwnForce.com is a worker-centric marketplace platform that includes worker benefits, startup tools and support. She is also the president and CEO of Focused Management Solutions (FMS), the contracted administrative entity of CareerSource North Central Florida. FMS focuses on bringing private enterprise efficiency to complex government processes such as workforce development board management, a private/public sector partnership. Angela’s efforts have brought more than $34 million dollars of training and supplemental salaries for work experience and paid internships into her community to benefit both workers and business owners, with a specific focus startup companies. Prior to beginning work with FMS (2001) and acquiring the company in 2011, Ms.
Pate founded a technology service company, MicronGreen, Inc., specializing in 3D structural analysis, CAD, simulation systems and developed a Virtual Reality product: the Virtual Environment NaviGator, sold globally until 2001. As such she performed structural analysis and simulations of dozens of large construction projects including the Orlando and Atlanta Airport concourses and the Dolphin stadium in south Florida. She provided real-time simulation systems to the Navy, Air Force and the private sector. She published the first PC based architectural rendering in Computer Graphics World in 1989 and won numerous international awards.
Among other degrees and certifications, Ms. Pate earned a Masters degree in Entrepreneurship from the University of Florida in 2008. Candace Phinney – Executive Vice President As Executive Vice President, Candace Phinney oversees the design, development and support of all programs. She is in charge of all operations and integrates with Finance, HR, Legal and Marketing to assure smooth execution and achievement of all program and corporate goals and objectives. She has been a long time subject matter expert in the areas of quality assurance, program evaluation, monitoring, and business intelligence solutions. Phinney has over twenty years of quality assurance experience in a variety of industries, including engineering, manufacturing, healthcare, and social and workforce systems.
She has a Bachelor of Arts degree from the University of Connecticut and is a Microsoft Certified Systems Engineer and a Microsoft Certified Professional. Steven Lipsky – Chief Operating Officer FMS Chief Operating Officer Steven Lipsky has a Juris Doctor from Woodrow Wilson College of Law and a Bachelor’s of Science degree in Behavioral Management. As Chief Operating Officer, Mr. Lipsky is responsible for the delivery of value to FMS’ customers throughout the United States, and is directly responsible for the products delivered in the field to our clients. He has 20 years experience conducting and managing projects for various organizational purposes.
Lipsky is a published author with a unique, extensive, and effective blend of experiences in product and project development and management, marketing, market research, writing, law, and operations for small Fortune 100 companies. An exceptional leader, Mr. Lipsky has utilized his skills worldwide. In one of his most distinguished accomplishments, he conducted a new business opportunity assessment for a Fortune 100 company through many European, Scandinavian and Pacific Rim countries. His executive briefings led to market expansion in several of these countries. Bryan DaFrota – Director of Programs As Director of Programs, Bryan leads the FMS team’s efforts to integrate and manage the company’s entrepreneurship programs Startup Quest®, EWITS, Opportunity Quest, and Tech Quest. Bryan is also responsible for managing OwnForce, the next generation marketplace technology platform that is powering the “Future of Work.” Bryan is a successful entrepreneur, venture backed company founder, and seasoned business executive.
He is recognized as a technology and policy expert in the areas of unmanned aircraft systems and entrepreneurship. Bryan is most well known for the founding of his first company Prioria Robotics with its patented bendable wing technology in the Maveric UAS®. Bryan serves on the boards of CareerSource Florida and Meridian Behavioral Health. Makaya McKnight – STEM Ready Program Manager Makaya oversees the design, implementation, and execution of STEM Ready, a program developed to engage long-term unemployed and underemployed individuals in STEM career pathways through mentorship by business leadership in seven counties across Florida. Makaya’s background includes multiple roles providing leadership and strategic operational management in the public and private sectors. She has extensive experience in program design, implementation, and evaluation, as well as finance and budgeting. Makaya is a doctoral candidate at the University of Florida with research interests in entrepreneurship training, community engagement, economic development, and workforce development.
She also holds a Masters of Science in Management and Bachelors of Arts from the University of Florida. She also is a Certified Ice House Entrepreneurship Program Facilitator by the Kauffman Foundation. Makaya serves on the Santa Fe College Blount Center Advisory Board. Sean McCoy, Ph.D Sean overseas the expansion and enhancement of business engagement for FMS’s customers. In his role, Sean focuses on the infusion of innovation and best practices to optimize performance from sole proprietors to publicly traded entities. Over the last 10 years, Sean has focused his talents on supporting start-ups, and entrepreneurs in their quest to reach market and provides strategic support to FMS’s customers.
Sean has led cross-functional teams in healthcare, biotech and engineering with a vision for advancing a mutually beneficial relationship with FMS’s clients. Sean has a Ph.D in exercise physiology from the University of Florida, a Master’s of Science in Human Performance and a B.S. In Exercise Science.
